We should be realistic in trying to close in on the teams closer to us, to be frank, not just judging on their reputations. One thing Spurs have managed to do well is not dropping points against the lesser sides and maintaining consistency, even though their record against the top teams might not stand out. Besides, Chelsea and Arsenal still have CL football to contend with. Fact they both dropped points proved they are "catchable" - in fact more so, if we had not dropped those points esp. at home.
