My dad isn't terribly arsed, but leans toward not wanting Everton to go down, despite his glee in their predicament, due to his sisters all being blues.

It seems like most are pissing themselves laughing at Everton's predicament, rather than really willing it to be, or do I have this all wrong?

I've got loads of mates who are Blues and they're generally sound, but they are, almost without exception, utter gobshites when it comes to anything footy related. One of them has some perspective and I'll feel sorry for him if they go down, but the rest of them will get zero sympathy from me.

I'm not sure this is actually correct. My reading of the PL rules is that a breach of P&S rules will usually lead to more intensive monitoring and the possibility that the league will refuse to register player contracts (either new signings or contract renewals).
Where there is a breach of Premier League rules, the normal sanction is a fine. If that fine is not paid within 14 days, or if the club appeals against the fine, only then does to go before a disciplinary commission which has the right to impose points deductions and other sanctions, including expulsion from the league.
The other situation where a points deduction would be made (automatically) is insolvency. Provided Moshiri (Usmanov) continues to fund Everton then insolvency won't come into play.
Finally, I don't think there has ever been an imposition of a points penalty in the PL for financial breach, other than insolvency.
Happy to be corrected, but I suspect if Everton play this carefully they'll get away with it, unless they go bust, in which case it's moot anyway.
 
Ok… I’m fine for Everton to be relegated for being shite on the pitch rather than being shite with finances.
