Technically, I'll agree he's as good as anyone in the world.
But the application of that technical ability is far too inconsistent. His positioning is dreadful, his decision making is awful, his work rate is pathetic, concentration poor. You can't be a top central midfielder with those drawbacks. That's why the United fans hate him, and why as soon as he became the focal point of the team they've become a Europa League side.
Nobody can be world class for 90 minutes every week, true, but he consistently goes missing and is often detrimental to the side. Bar that assist he has been awful. You can't be a top central midfielder in the premier league and be like this. The bare minimum requirement is effort and tactical nous when you're having an off day. He has neither.

Yes. Did you watch the first 60 minutes before Chelsea gave up? 2 decent assists against a very poor side. He'll do that every now and again. He's not top quality, though.
