Premier League, EFL and FA to ask match officials to take stronger position towards players and managers



Premier League football, and the wider game in England, is known for being competitive and compelling, but also for its fairness and for being played in the right spirit.
However, the English football authorities have noticed over the past four seasons that intolerable behaviour by players and managers in their competitions have reached unacceptable levels in certain areas.
Therefore the Premier League, EFL and The FA have announced a collective undertaking to improve behaviour across the game.

When players surround the referee, a yellow card for at least one will be issued
Their undertaking will task the Professional Game Match Officials (PGMO) to take a stronger position and action towards unacceptable participant conduct.
This will focus on behaviour towards match officials, with the aim of reducing disrespectful conduct such as aggressively challenging decisions or running from distance to confront an official.
The PGMO will apply the Laws of the Game to manage rigorously the following incidents of bad behaviour with the following sanctions.
Dissent towards match officials
Yellow cards will be issued to players who:
  • Show visibly disrespectful behaviour to any match official
  • Respond aggressively to decisions
  • Confront an official face to face
  • Run towards an official to contest a decision
Offensive, insulting or abusive language and/or gestures towards match officials
Red cards will be issued to players who confront match officials and use offensive, insulting or abusive language and/or gestures towards them.
Physical contact with match officials
  • A yellow card for physical contact with any match official in a non-aggressive manner (e.g. an inquisitive approach to grab the official’s attention).
  • A red card for physical contact with match officials in an aggressive or confrontational manner.
Surrounding match officials
  • A yellow card for at least one player when two or more from a team surround a match official.
  • The FA will continue to sanction teams when they surround match officials.
Conduct in the technical area

Behaviour by players and club staff in the technical area will be more rigorously enforced
  • The requirements of the Technical Area Code of Conduct will be more rigorously enforced for players and club staff.
  • Additionally, match officials will be required to retain professional detachment from players and club staff at all times.
"We and our clubs have been discussing for some time concerns that certain elements of player behaviour are overstepping the mark and it is our collective position that these types of behaviour should no longer be tolerated,” Richard Scudamore, Executive Chairman, the Premier League said.
"Things happen in the heat of the moment during fast and highly competitive football; we still want to see the passion fans enjoy and demand, but players and managers have to be aware there are lines that should not be crossed.”
 
It will probably last a month or so then It will be back to normal.

The last time it lasted one game. Masch got sent off and after that the respect campaign was over.
 
There's no way they'll follow through with this, they never do. Booking for every player over one person near the ref? No chance. Swearing around the ref about decisions is a booking, no chance. I think these are good things, Rugby has its house in order, but I just can not see them following through.

Yeah but it's hard to argue with rugby officials, as some of the rules and infractions are incomprehensible even to the players.
 
If they followed through with it then this would be a good idea, however like most of these instructions it will last about a month.
 
Players i get, but i like it when managers get passionate on the touchline....fucking awesome.

I mean on the so called 'repect' front to the officials, great big fellas doing as they're told, not answering back, not swearing, not surrounding them. Whereas in football its a load of slimey 9stone wankers swanning around giving the refs loads of shit just because they're millionaires and do what they like in their private lives.
 
I'm a little torn about this. I'm all for the rugby/cricket model. Officials should be respected and all the vein pumped vitriol and histrionics is embarrassing and clearly wrong. It does make for great entertainment though. As JJ pointed out it's shame that this has to happen post bacon face. Oh well - I doubt it will be enforced anyway.
 
It's the surrounding referees that's really bad. Whatever about one lad disagreeing initially (which is not that bad in my opinion), the chasing of referees is a disgrace. What I'd also like to see added is players who encourage the ref to book someone to get booked themselves.

Yup - That is one thing that should be completely gone from the game.
 
You can't have it just one way. The referees must also start to respect the players and managers.

After every game they should do a PC and answer questions about the decisions they made in the game.

Not to disagree, but I see the first of those as a lot more serious because it's clearly pre-planned and sanctioned by the clubs concerned (the Mancs under Ferguson having led the way of course). Surrounding referees should get an immediate booking for every player involved and an official warning to the club for failing to control their players. The other thing should get a warning for the player first IMO, then a booking if it happens again.
 
Trust the sh!thouse football authorities to wait until Ferguson was safely retired before rousing themselves to do anything about this.

Rafa pointed it out and it was called a rant. We will never find out how many of Ferguson's league titles he won the cheating way. The referees even admitted after he retired that they was to scared to give decisions against United. Fergie also admitted in one of his books that the bullying was part of his tactic.

They should be thrown out of the PL just like Juventus was thrown out of Serie A but no one will ever do a proper investigation.

I agree with that, surrounding the refs is definitely the worst of it. Man United and Chelsea were fucking terrible for it the imaginary card waving just pisses me off too.
 
This would be very visible. Would there be television evidence for abuse the officials missed/claimed to have missed? Would officials be held accountable for tolerating abuse? I think consistency will be needed, but definitely think it is a good thing. If I was a ref I'd love this - some of the abuse is ridiculous.

Fuck yellow cards. There should be sin bins. First offence 5 or 10 mins out, second offence fuck off for good.
 
This won't work if you still have twats like Clusterfuck, Atkinson, Probert, Swarbrick thinking they're the most important person on the pitch. The first time you have 6 pricks call something completely wrong (seen a dozen false offisdes in preseason alone) respect goes out the window.
