As Brendan points out, there are very few managers at the very top tier who make Rosco's "Managers don't make a difference" statement seem stupid. The rest of them pretty much proves the point.
If you're not one of those top, top managers, then as with any leadership position your chance of success comes down to one thing: can you convince everyone around you that you really know what you are doing or not?
