No, it isn't, mainly for the first two reasons you give. I've never been totally convinced that the transfer budget would have be humungous for him to agree to come, not least because I think he'd fancy his chances of getting more out of the existing squad than we're seeing, clear though its weaknesses are. I also think he'd fancy the overall challenge, and it's interesting that the last bookies' odds I saw still made him favourite to come in if Rafa does go.

Maybe not Chelsea humungous, but I still think it would have to be in the region of £75-100m. He may well think he can get more out of the current squad, but he's not daft enough to think it's anywhere near good enough, and he'd get rid of the likes Insua, Lucas, Riera, Maxi et al ASAP.
 
Could well be. The game-changer would be if Rafa walks (to Juve) rather then gets pushed, which would save a fair bit, and if the banks are then encouraged to lift the pressure on Statler and Waldorf so that they in turn can offer whichever new manager a level of funding (salary and transfer kitty both) that he'd accept.

Not likely, no. But its not impossible.
I think he would like the challenge that we would present and I think there would be funds for him.
Maybe not as much as £100mil, but enough to add quality to the good/great players we have already.
