I read some place in the last few days that handing in a transfer request doesn't actually cost them anything. They have received loyalty bonuses from last season already. The reason they don't hand in a transfer request is that it make the player look bad. Somehow, they think whoring yourself about in the media doesn't look bad but a transfer request does.
