I think it's a mix of both Kenny feeling compelled, and then being encouraged by his first choice.
Against West Brom, with Johnson and Agger still fit, Kenny had the chance to take either or both of Robbo and Flanno with the squad, but there was no place for both of them on matchday. Instead, he took Sotos and Wilson. So, when he had a choice, he still went with picking senior guys (slightly more, in Wilson's case) who'd play out of position (Carra at RB, Wilson at LB, if required, and which actually transpired).
As it happened, Sotos yielded another cheap penalty, and I think that finally forced Kenny to rethink about the Greek's value down the final stretch - could he continue to take the risk and shift Carra out to RB and entrust the centre to Skrtel and Sotos? I think, like Cole and Maxi before him (see how many minutes they've played in the last 6 games), Kenny showed his hand by leaving Sotos out of the squad against City.
So in a sense, I think he was compelled to pick Flanagan as he wanted Carra back at CB because he couldn't trust Sotos anymore. Flanno's successful debut probably gave him the confidence and encouragement to pick Robbo for this trip. The surprise for me was Wilson not being in the squad, instead of Sotos.
