ebay.....Private Auctions Format

I am bidding on an item, or was, on ebay. A decent beach-casting fishing rod.
The thing is probably worth realistically second hand £30. It is pick up local so no postage.
When I first bid yesterday it was £12 with 4 days to go, I usually do that as a marker, within a short time I had been outbid, and put a bid of £25 to try and scare a few people off, I don't generally do this and "snipe" at the end. I have again been outbid, there are 11 bids with 3days to go, it is not that cheap and not that exciting, I smell a rat.
For some reason it is listed as a Private Auction, so you can't see who is bidding against you. I have a feeling he could have another account, or a mate of his is helping bump the bids up, anyone come across this before?
