Is it, e.g., At New Orleans -5.5 Minnesota, if I pick New Orleans and New Orleans wins by less than 5.5, i.e wins by 1,2,3,4,5 pts or even loses or ties, I lose?

Exactly - The first team listed is always the favourtite, and the number that follows is the spread (the number that they must win by more than to "win" from a betting perspective). So, in your above example, if you think that Minnesota will do no worse than lose by 5, you pick them. If you fancy New Orleans by 6 or more, take them.
