It's certainly possible. The January window isn't generally regarded as a good time to do business anyway, and that's exactly the kind of thing NESV will have picked up on by now. A short while ago Roy was giving it large in the press about needing to get the best out of the current squad, which sounded to me as though he'd been told not to expect much by way of a transfer kitty in the New Year.
If he DID get up to £25 mill.though, I wouldn't write off our chances of getting Dzeko. Now that the "financial fair play" regulations have been put on the table, clubs are going to have to start taking them into account straight away if they want to minimise the adjustment they'll have to make when the regulations actually take effect in (I think) three years' time.
