When a goalkeeper timewastes blatantly over a free kick, why doesnt the referee award a free kick the other way?

[/quote]Shirt pulling is a hard one because its only if seen, same really with the wall and the throw ins. But im talking about the ref seeing the offence, giving a yellow that the keeper is happy to take, why not give a free kick. It ends in one day.

I can only remember one goalkeeper getting punished for timewasting and that was Thomas Myhre in the Euro 2000 in Holland/Belgium. We lost 1-0 to Yugo as they scored on THAT free kick.
