He isn't by any stretch. He's a good finisher but incredibly lazy, Costa doesn't give defenders a second and is technically better.

To be honest I think he can go where he pleases when city have possession. They're very fluid. The only guarantee is the fullbacks are as high as the attacking midfielders. Everyone else has free roam.
