Do utd have to win the EL for that to happen?

Yes, there can only be 5 English teams in the CL. Same scenario if City win the CL and finish outside the top 4 and Utd win the EL.
Utd have to finish outside the top 4 and win the EL aswell though in both cases.

England can only have 7 teams in European competitions, so places 4 and 5 would then get EL football. 1, 2, 3 and winner CL and winner EL would get CL footy.

This is all according to Liverpool.no and two scenarios were a 4th place finish wont get you CL football.

That wasn't my point. What I was saying was that if Leicester/City win the CL and finish outside the top four, then only the top three will qualify. Doesn't matter whether utd win the EL or not.

Nah, there can be 5 teams in the CL. But there will be 1 less team in the EL.
7 teams in total in all European comps.
 
I thought the rule was that if Man U win the Europa League and finish outside the top four, they go straight into the group stages of next seasons Champions League, the third paced team goes into the qualifying round for the champions league group stages and the forth placed team goes into the group stages of the Europa League.
If Leicester win the Champions League then five premiership teams will enter next seasons competition.
If both Leicester and Man U win then still five Premiership teams go into next years Champions League competition at various stages

Spain had 5 this season. Real, Atletico, Barca and Sevilla directly into the group stages while Villareal (4th place 15/16) got beat by Monaco in the 3rd round quals.

Dont think so mate, they both finished in the top 3 places in La Liga aswell.
No country can have more than 5 teams in the CL. If Utd win the EL then England will have 5 teams but only 2 teams in the EL. 7 in total.

A change in regulations announced in 2013 determined that from 2014/15 the UEFA Europa League winners would qualify for the following season's UEFA Champions League play-offs at least. However, as both of this term's UEFA Champions League finalists – Real Madrid and Atlético – are already in the 2015/16 group stage by virtue of their domestic league finishes, Sevilla will also not need to qualify.
