In addition to looking for genuine bargain hunting (e.g. finding players like Sami for peanuts), I'd be looking at players in the following categories:

Failed potential
Time and again we've seen talented players flop at one club only to revive their careers after a very cheap move. Sampdoria got Cassano for next to nothing, Flamengo (and now Roma) got Adriano for nothing and so forth. If you create the right environment to support certain players, you can land yourself a real bargain.
Potental targets
Drenthe - looked a cracking prospect at Feynoord only to completely flop at Real where he's been absolutely crap. Maybe there is still a player in there?
Quaresma - I think this one is a lost cause, but thought I'd put him down anyways.

Talented youth
We've already heavily invested in youth, but it's typically more at the Academy and reserves level than in the first team. There may be a change of tact in that respect with the signings of Shelvey and potentially Wilson. We'll see. Either way, every season you can see a number of clubs (e.g. Benfica, Sevilla, Hamburg, Ajax) consistently looking to buying the stars of tomorrow for relatively low fees - Di Maria went for 8M I think, Alexis Sanchez for about 3M, Suarez for a pittance and so forth. These are now players valued at 20M+. Closer to home we've seen Wigan buy quality they normally wouldn't be able to by offering young players the platform to shine.
I'm not that up to date on upcoming South American talent these days, but I'm sure there are one or two we can take a gamble on. The same goes for other markets as well.
Potental targets
Javi Martinez - this ship has probably already sailed as he's matured and Bilbao will be asking for a lot of money.
Azpilicueta - still only 19 I think, this guy looks like he's going to make a fine RB. A move to a big club is probably just around the corner, but perhaps we could steal a march on him by offering regular football.

Cheap experience
We all laugh at him, but Allardyce has done very well out of getting very cheap old pros to inject a bit of much needed quality and experience into his sides. Ditto other clubs as well. I'd look for players who have perhaps lost their way or even those who for one reason or another never quite got a shot at the big time despite showing plenty of promise.
Potental targets
Capdevilla - I believe he's only got a year left on his contract? If so, he'd probably only cost a couple mill and that's not a bad price for Spain's LB.

Other players:
Nedum Onuaha (RB) - versatile, quick, English and talented. Would be a good option for RB, although he's probably better at CB in the long-term.
Eljaro Elia (LW/RW) - was pretty impressed with him at Twente. I remember reading that he fell out with the management at Hamburg, so he's probably available for a pretty reasonable price.
VDV (AM/LAM) - his name always comes up because he's talented, available, cheap and hasn't found the right club yet. If he's still available for 7M or so, someone will be getting a bargain.
Banega (CM) - troublesome cunt, but had a good season for Valencia. If he's available for 7M, it might be worth a punt.
Diarra (CM) - the shit one at Real. In this scenario whereby Gerrard probably goes to Madrid, we could try get this guy on loan or chucked in for a couple mill.
