The pandemic has pretty much wiped out all clubs bar three or four in Europe, and because PSG and City decided to adopt a policy of blowing everyone else out of the water they've fucked everything up.

The wages wouldn't be an issue per se ... all top clubs need to solve this conundrum ('not good enough' for them but too expensive for most clubs) when selling on, they just agree to sponsor a percentage of the wages during a transfer or deduct said amount from the sales number.
