Morgan was already a shareholder at the time. The proposal was for a rights issue, meaning the club would issue more shares for sale and it gives existing shareholders the chance to buy a percentage of the new shares (equivalent to their current percentage share) in order to maintain their position in the company. Rights issues are never popular with shareholders so are usually unlikely to go through unless absolutely necessary (The Arsenal board refused one last year).

The likelihood is that the figure raised would have been more than the £70m Morgan was prepared to stump up. However the likelihood is that he knew Moores couldn't/ wouldn't seek to maintain his position (51% of the shares) and Morgan hoped that he would gain a significant part of the club with the £70m.

It wouldn't have allowed us to pay for a stadium, but it could have made it a lot easier for us to borrow for one.

And on a sidenote - "allowing us to compete" is a bit of a fallacy at this stage given the actual spending figures for the past 6 years.
