Some list, but I'm sure most managers for top teams have such lists. Players who they identified and wanted but couldn't get due to one reason or another. Probably more fair to look at who he missed out on and then went on to sign instead too.

I've just done a quick scan. He brought 33 players in for 200 million. Out of those 33, I'm happy with about ten of them. And that includes polarising figures like Sakho and Mignolet. One in three being a success is a bit shit really.
At an average of 6 mill per player, you can't really ask for an awful lot.
I guess that's the point; go for quality rather than quantity. Which seems to be Klopp's approach.

the bottom line is that i think klopp has a celebrity edge which will get him over the line with a slightly higher category of players than rodgers.

Borini was on loan at Swansea and Roma for a that time and before that was highly rated in their U-21 setup.
It is difficult to say which transfers can be attributed to Rodgers and which one to the transfer committee. In the end I think he was not particularly good or particularly bad at transfers. He doesn't have an Alonso, Suarez, Torres level signing he could point to but that could have been Dele Alli or Van Dijk, if they had come through. He also wanted Bertrand over Moreno which would have been a win for him.
Salah and Costa - difficult to say if it was him or was it the transfer committee.
