Two pairs of socks. Cut one just above the ankle, the other slightly lower. Discard the smaller top part & other pairs feet part. Put them on so the top one overlaps the lower one, that way you can adjust the shin pad more easily.
In this case it also means he can wear strapping round the ankle & theoretically loosen it if necessary. He obv couldn't loosen it so needed it cut.
