A mate of mine sent his two kids to bilingual kindergartens and from there they went into bilingual schools. Basically all the subjects were taught in two different languages (German and English or German and Italian). The kids are now 10 and 8 years old and speak both languages fluently. My mate says it was the best decision they ever made. They had a bit of an advantage though because their mother is an English native speaker.
We're now thinking about sending my older son to a bilingual kindergarten too. We went to see one and we were shown the whole thing and it was quite nice. I'm a bit concerned if it would be too much for him to learn another language so early.
