I know there are well intentioned and important reasons for this but i just can’t shake the feeling it’s another advantage to City when they’re naming a bench that cost £350m on the first day of the season.

So disadvantage all players because City are oil rich pricks?

Problem is, if that clock is implemented we don't see Alisson scoring a goal in added time.
The game would be stopped in the middle of a last minute attack.

Small price. It’s absolutely the fairest and best way to do it.

I'd go along with it as long as the rule is that the additional 2 players must be homegrown. That way you prevent it from blatantly being used by teams who stockpile talent, it would level the playing field a bit more and encourage clubs to keep a healthy supply of homegrown talent on their books.

How many mins would be on the clock. The average game must only have the ball in play for about 60 mins

Even less I think but 60 mins of action would be good.
