I read this in The Guardian and it doesn't have all the details, but it seems like some nasty politicians in Oz are replacing cash payments for the unemployed with "Newstart" debit cards, that can only be used in certain places to buy...certain things?
So yeah, buy some healthy groceries, of course! But don't try and spend your fortnightly pittance on anything like fags, beer, drugs and scratch-cards.
I can see some of the upside here - enforcing basic common sense - but is this really happening? Seems a bit....Orwellian. And where does it stop? A fresh fruit allowance, but no oven chips and Fosters, you feckless, jobless scumbags, how DARE you enjoy anything?

Strewth mate! Etc etc
