All this talk of 4th being some sort of achievement has me wondering. Would you rather we were only in it every ten years but won it, or were in it every year but never won it again?

Yeah, but then there'd be 10 years of not even finishing Top 4, which suggests we'd be not very good, and never even challenging for the title.

Spot on. I want us challenging for it on a regular basis, not just occasionally, and to achieve that we need to build the club up in this way.

Being regulars in the CL gives the club the finances & stature to attract the best players.
The best players win stuff for you.

Of course there's arsenal, but that entire club has existed only to qualify for fourth for far too long & the entire attitude of the players & club reflects that, so imo its an anomaly.
