It's easy enough to improve most of this team with players in the 10-15m pound range. It just depends where you want to start.
For me it's in the centre of the park: Kondogbia - bought for 2m last year, probably going in the 12-15m range now.
Belhanda @ 12m is another who would arguably improve us.

Yea he was, I just threw him in as a remote possibility if Suarez went to PSG and we wangled some deal.

Vadis Odjidja-Ofoe and Cheikhou Kouyate are two I like, who should be available fairly cheap.
For 10m euros apparently. The guy was practically begging to come to the premiership. I've no idea why we didn't go for him. He would have been a great signing.

He had quite a few big clubs linked with him including Arsenal and Inter after winning the title - what happened? Looked decent but perhaps there is something there that we don't know.
I like Draxler, Schalke would likely sell too at a big price.
All of those to some extent, Everton have been trying to sign Vadis for a few seasons now though, and Kouyate is starting to gain some more prominence. Young, quality CB prospects are typically buried deeper than other positions, I mean look at how obscure Varane was when Real signed him.
I like looking at the Pro League for potential targets though, lots of young, cheap talent. Lukaku, Courtois, Benteke were all plucked up on the cheap from Belgian clubs.
