You need to use a program called radio delay & play round with your settings to make it play just the delayed audio stream (or put a speaker in the mic socket).

The only independent stream I have ever found is a realplayer stream that will only play in realplayer not vlc. That one is all over the net. Works a treat through radiodelay once you work the settings out though.
