"I like him, he has had a really good season but it's a big jump," he said on Sky Sports' Monday Night Football.
"To go from a team right at the bottom to a team right at the top. I don't think he's quite at that level.
"It's going to be £25m for a young English player - is he better than Matip or Lovren? I think he's at the same level.
"If you're paying £25m on a centre back, you want yo put him straight in your team to make a massive difference."
Neville:
"He's a great type, the type that would be a student during the week," Neville added.
"He'd be reliable, want to listen and grow, everything you'd want from a footballer. He's got all the right ingredients.
"He is still young. Liverpool need that defence sorting out and haven't had a defensive linchpin since Jamie retired."
