I agree with Klopp that a lot of our past loans have been a waste of time, so he's right to be suspicious of them, but Gomez does need games. I think Klopp genuinely likes him and just wants to get him back on track, so he could still consider loaning him out.
In Ojo's case, whom I hear is also likely to be loaned, I think it's the only sensible option now. The coaches have worked as hard as they can with him, and he's still got problems concentrating on the tactical and positional side of his game. He is, nonetheless, a player with pace, skill and real potential. So there's no point in keeping him in the reserves, and it would be rash to sell him at this stage, so loaning him out to a Premier League team, which appears ready to play him regularly, is the best thing to do. He'll either show Klopp he's worth taking back or he'll show him that he's unlikely to ever really mature.
