Ings would be a good signing for any of the top clubs, not to sit on the bench, but to supplement the top strikers and rotate with them. If you have a front three then you can put enough technical and creative quality around him for him to thrive. I know he's English so that obvs puts him in the "shite" bracket with some idiots, and he didn't have the best of times here, but his record generally speaks for itself. He's a goalscorer and he'll make the difference in goals for a top club, even if he has to maybe be patient in some of the bigger games.
As Hal said, I wouldn't be surprised if City sign him plus a big name striker.
