Cancelling a hotel...

So the brother-in-law had booked to go to Paris in January but his wife is chickening out. I said now is probably the time to go as security will be fucking tight, but they say they don't want to walk through a city with armed police men everywhere and have to face loads of security checks to get into places etc.

He had booked a hotel through booking.com but it says that if you cancel you have to pay 100% of the charge (which is a bit excessive, most of the places I've stayed have said there's no fee if you give them more than 24 hours notice). Is there any way around this? He asked me to ring for him but the guy in the hotel said there's nothing he can do and gave me the boss' email and said email him.

Anyone any ideas what I can put in the email?
