VQ Jnr's girlfriend was crossing Aigburth Road, a main (ish) road in South Liverpool and she flicked her ciggy end into the gutter. I should note here she is not a wanton litter lout but with no bins or ciggy end receptacles near by she did what most of us would do.
At that moment a council warden was passing in his car , cautioned her and said she would be having a fine. There was some talk of hoax wardens and as it had been six weeks or more all was forgotten.
Today a sixty five pound fine from Liverpool City Council has come through her door.
The questions are these. Can she apeal if she can prove there were no suitable means of disposing of a ciggy but near by?Should she not have had the fine quicker is there a time period these things should be sent by (what's the term I am looking for?) ?
