As far as I am aware a penalty kick is dead in a shootout once the ball ceases to go towards goal. It would count in normal time, but shouldn't count in a shootout.

Or, what if the ball hit the crossbar and bounced in via the goalkeepers back. Isn't it moving away from the goal before it hits the keeper?
Basically the keeper celebrated to early which led to a massive FAIL.

It happened in a shootout in 1986 between Brazil and France and it was given, but shouldn't have counted...
Bats was again the hero in the shoot-out, saving from Socrates, but the drama didn’t stop there; Bellone’s penalty shouldn’t have counted after rebounding off the post and going in off Carlos’ head, magic man Platini scooped his kick over the bar and Julio Cesar hitting the post. Luis Fernandez eventually kept his cool and France went into the semis… where they met – and were once again vanquished – by their old foes West Germany.
