AC Milans wage bill lower than QPR

QPR has to pay when they got relegated. Same players brought them back so I suppose its a trade-off for them.
 
I'm not sure I agree with the situation with QPR, and their punishment. I've never thought it's a great idea to punish teams for spending stupidly, with fines. They can either easily afford them (see man city and FFP) or they can end up helping them go bust. Neither situation is exactly what the governing body is trying to achieve. They should deduct them huge amounts of points or reduce their squad/close transfer windows.
QPR have to pay 50mill to go down into the championship, what is that meant to achieve? If their owner can afford it (which he can), it's not exactly a punishment, just an annoyance. Taking 15points off them would be major grief.

Taking just 5 points off Manchester City would have been perfect.
