OK, so I went and checked:
In 17 full premeiership seasons they only had one season in which 4 players scored double figures (95/96).
They had 6 seasons with 3 players scoring 10 league goals or more: 93/94, 94/95, 98/99, 99/00, 01/02 and 07/08
Since they won the league 11 times during that time it looks like 3 players with double figures are enough while you can also win it with 2 double figurers, althoguh you'd probably need 2-3 players with 7-9 goals too.
