As it stands we have a squad size of 26. As we only have 7 homegrown players we can only have 24 as we lose 1 place for not having at least 8, I don't believe Robertson counts.
We therefore need to ditch 2 more players none of which should be homegrown.

Alisson: Karius: Mignolet
Van Diyk: Lovren: Clyne: Robertson: Klavan: Matip: Moreno
Henderson: Lallana: Oxlade: Milner: Keita: Fabinho: Wijnaldum: Grujic: Markovic
Salah: Mane: Firmino: Sturridge: Origi: Ings: Shaqiri

I presume it will be between Mignolet: Grujic & Markovic

If we get rid of all 3 then we can have a place for Fekir, perhaps this could be a reason for the delay.
 
Currently, to be classified as homegrown one must be on an English team for at least three years before the age of twenty-one

Nobody in the league would be able to satisfy that number, you must be misinterpreting something.
 
Homegrown Player Rule in UEFA competitions was introduced in 2006–07 season, with fully in force in 2008–09 season. On top of a maximum 25 players for the List A, clubs had to designate a minimum 8 players that were trained by clubs from the same national league, with 4 of them are from the club own youth system.[1] The rule in turn capped a maximum of 17 foreigners for the club in UEFA competitions. However, such as Lionel Messi who arrived Spain at age 14, some foreigners may counted as domestically trained players and vice versa if the players spent their youth career abroad.
The rule was transposed domestically to English Premier League since 2010.[2]

Well that's shit, it explains why Sturridge has been welcomed back.

Just returning to this. So, we have to include 8 homegrown of which 4 are from our own youth system for 3 or more years before the age of 21. But then we can have any number of other U21's.

Homegrown of 8 = (say) Henderson, Lallana, Milner, Clyne ; with TAA, Gomes, Curtis Jones, Woodburn from our youth.
U21s = Grabara, Solanke, Brewster, Ojo, Dixon-Bonner, Masterson
"Foreigners" = Alisson, Karius, VVD, Lovren, Robertson, Klavan, Matip, Moreno, Keita, Fabinho, Wijnaldum, Salah, Mane, Firmino, Shaqiri.

That leaves us with 2 others in the over-21 25-man squad and we currently have Mignolet, Grujic, Markovic, Sturridge, Ings, Oxlade-Chamberlain & Origi on the staff. So if we are to buy Fekir or some other attacking midfielder then we will have to sell, loan or exclude from the squad 6 out of those 7 players.

Assuming that we will retain Ox in the hope he's available for some part of the season that means we have no room to manoeuvre with the other 6.

Not certain if I've got that right or missed anyone out so anyone more clued-in than me can elucidate.
